- Relies on FP for all damage
- Spinning Weapon is situational
- Outclassed by Lusat's Staff at 80 Int
Verdict
These aren't really competitors — they serve different roles. Carian Regal Scepter is essential for any sorcerer. Wing of Astel is an optional melee weapon. Ideally, use the staff in your left hand and Wing of Astel in your right for the best of both worlds.
